Canadian Immigration’s (selection) system’s main purpose is to carefully select Skilled Workers for Immigration in Canada. This process is a fully electronic process that involves Federal Government, Provincial Government, and Canadian Employers.
In January 2015, Citizenship and Immigration Canada (CIC) launched a new electronic system called Express Entry to manage applications for permanent residence in certain economic programs. The program involves many improvements to Canadian immigration, including quicker processing times, greater accessibility to applicants from a wider variety of different fields, and a greater focus on the quality of applications.
Express Entry candidates who receive a qualifying job offer from a Canadian employer or nomination under the Provincial Nominee Program will be invited to apply for permanent residence soon after – a key distinction between the Express Entry system and the Temporary Foreign Worker Program, which is only used to fill temporary labor and skill. Job offers will be subject to Employment and Social Development Canada’s Labor Market Impact Assessment in place at that time Express Entry will assess and select skilled immigrants under the following federal economic immigration programs: In order to work in Canada on a temporary basis, foreign skilled workers must have a temporary offer of employment from a Canadian employer and be granted a Temporary Work Permit by Service Canada (Human Resources and Skills Development Canada).

The renewed Business Investor Stream (BIS) will replace the current PNP-B business immigration category. BIS allows Manitoba to recruit and nominate qualified business investors and entrepreneurs from around the world who have the intent and ability to start or purchase businesses in Manitoba within the first 24 months of arrival in Canada on a temporary work permit. Applicants will no longer be required to submit a deposit of $100,000 to the Manitoba government.
